I do remember the Chevy blue that peeled off, leaving only undercoat. 
People took their rebate and didn't bother to get the repaint...

LOL, that's exactly what popped into my mind as well. Something about that silvery-blue GM paint that just didn't seem to take hold.... My Dad had an Olds 98 from the late '80's that was that color and had that problem.
