That makes a little sense.
Here in NC, you can do it both ways. If you dispose of a car, you
can keep the plates and use them on a new to you vehicle for up to 20
days, then transfer them to your new car.
Or, you can show up to the DMV agency with a signed title and proof
of insurance, and they will issue you either a 10 day temp tag to
transport the vehicle for a small charge, or you can just go ahead
and get new plates for the customary registration fee. I used to do
the temp tag thing all the time to get Kidney Foundation cars from VA to NC.
Dealers do the 30 day tag thing but I'm not sure of the exact process
(I've never purchased a car from a dealer!)
