Purchase question for used Audi for me *

Audi gets a notice from the state, at least here in MI, whenever ownership changes.  We bought our V8#1 off a used car lot with the only history being the timing belt was replaced just a few miles previously.  We got a notice from Audi several years later to take it to the dealership, where we never had any services done, to have the airbag module replaced under recall.  Same thing for our 200q20v, purchased from a private party that was the second owner.  Audi sent us a notice to have the rear speaker amplifier replaced.

Does the new owner when they bought the car get a notice to take the care back
to the dealership (having not bought a new car since a new Toyota in 1975) ... ?
