This is the default for the failing HVAC system ... I guess they figure
defroster is the one thing you really need ...
I'd say the place to start is to make sure you've got any vacuum source.
There's a check valve which is known to fail on the turbo'ed cars, but if
that's the problem you will have normal operation some times. If the
control head looks like it is functional, and you have vacuum, start looking
at the programmer up behind the glove box. Make sure all the vacuum lines
are connected. If all looks good at this point you may want to borrow a
known good programmer to test ...
