Squeezing the Muffler Clamps

I usually install the clamp loosely over the exhaust pipe before assembling the joint and then, after sliding the muffler's pipe into the exhaust pipe, slide the clamp over the joint. It's been a while, but I seem to recall having to take the clamp apart and spread slightly the inner sleeve overlap to provide enough gap around the exhaust pipe to permit sliding the clamp.

bolt and nut started. If I use a longer bolt, the bolt is pushed
outward by the curve of the pipe and it will not fit through the
other end of the clamp.

Any suggestions on how to get enough pressure to close the clamps
enough to secure the nuts?
