Yes, when you turn the key to the ON position, you should hear the
fuel pump bring up the pressure. Do you have the digital dash? Does
it light up?
If you do get power to the dash, etc. but not the fuel pump, check the
relay in the fuse box under the hood on the driver's side.
If it's sat for a while then you may have any number of things
challenging you, not the least of which may be varmint-eaten wires....
the fuel pump is under the car back by the tank on the passenger side.
You might take a quick look at those connections.
