What year and model of car is this?

As for the place to start looking, there's a white vac line that runs
through the firewall to supply the switches. I'd start there. If you
have any leaks anywhere, it's probably going to have an affect on the
system, as even with good vacuum they sometimes don't work really
well.

That white line goes into the switch in the console area. There is a
check valve usually installed there, then it feeds the switch. This is
the next place to check for vacuum. You should have at least 12 inches
of vac at idle there.
