If the rear is locked, the rear tires should "scrub" in a tight turn on
dry pavement. Also, if you jack up the rear end and turn one tire, the
other will turn in the same direction (corrections anyone?).
If the center diff is locked as well, you won't be able to turn the rear
wheels with both in the air.

That I don't know/remember, although I *think* the light indicates a
"locked" situation - whether it gets feedback from the servo or just
records the switch position, again, I don't know.

If you trace the vacuum lines you ought to be able to test things by
opening up connections and applying appropriate vacuum in places. I
think it's all vacuum, no pressure.
