[V8] e-code headlights and safety inspection

The smoked tails are usually a red flag, not the markings. Most modern
cars, including my MkV Jetta have no visible DOT markings on the factory
taillights. Once would have to remove the lights to see the DOT stamp on
the bulb holders. Hopefully they pass my car next year with e-code OEM
LED tails as they lack FMVSS 108 required side markers.
As for the Audi 4kq I have, somehow it passed with a loose headlight
(crappy plastic adjuster broke), something they like to fail a lot of
people for. Hopefully the H1+H4s I'm putting in will pass this year.
Judging by the amount of VW folks with painted and shaved front side
markers passing, I don't think they pay too much attention to lights in
NJ otherwise.
