[V8] e-code headlights and safety inspection

[Robert Rossato]

I remember those.  I believe they were intended to be used for mail
carriers by the USPS, but it never went anywhere.  Made by Grumman using
VW drivetrain and suspension.  Predecessors to the current Grumman LLV
that the USPS uses.
