I wouldn't be too quick to assume it is a slipped shaft. There is in fact a path through the gear housing to find the park spot and this contact does get gunked up over time. I just R&R'ed mine a few months back. The gear case opens up easily and it is then obvious what needs to be cleaned up.
Certainly start with the splines as a possibility, but unless you've had the wipers off the car it is unlikely that they just strip themselves.
If you look through the wiring diagram you'll see that the path goes through both the relay and the wiper motor. As you found out removing the relay causes the path to be open so when you remove power via the stalk, the wipers stop right there. The contact in the wiper motor works the same way, it stays in contact until the wipers get to the park position, then it opens removing power to the motor.

It's just the crank that has slipped on the motor shaft. Loosen nut,
reposition, and tighten nut. Done. If the splines are badly damaged,
you may have to apply some sort of locking compund.
