Wiper Motor Park Position

If it's not just the crank loose on the splines as suggested, then the next
suspect would be the electrical contact slip ring on the motor.
Basically it's a big plastic disk with 3 copper tracks with corresponding
brushes (trigger, 12v & ground) that provides current to the motor when it's
turning and then cuts it when it's in "park".
These are greased from the factory and after a while the grease goes hard
and gets between the contact ring and brushes, interrupting the flow of
electrons and making the wipers stop in funny places.
The fix is:
Dismantle
Clean
Reassemble
Repeat every 36 months
HTH on the Golf II front and rear as well as the back of the 200TQA.

First prize for this answer as it leaves my spare as a spare! (and less
work). Thanks! I will check it out after work and see wut's wut. (lot of
that check/see stuff going on)

It's just the crank that has slipped on the motor shaft. Loosen nut,
reposition, and tighten nut. Done. If the splines are badly damaged,
you may have to apply some sort of locking compund.
