All VAG relays have diagrams on 'em.  Test the terminals as marked,
apply 12v, make sure connections are made using a continuity tester.
Repeat with relay de-energized.

You can also pull the over off and freshen up and solder joints that
look sketchy, and clean any contacts with very fine sandpaper (600+
grit wet/dry.)
