Check your grounds. If the electrical system needs to ground itself through
the ecu...

Does it mean that my 2 ECUs went bad in same way? That would be strange. I
need to trace wiring. I checked voltage when ECU was connected. Maybe
someone before me did a "mod"?

Actually, if it's really a 200 10v, the CSV is controlled solely by the 
thermo time switch and powered up by a wire from the starter solenoid, 
which is hot only when the key is in the cranking position.
