Loosening suspension adjusters

If you mean the tie rods - soaking with Kroil or equivalent and heat is
often needed (Propane torch for instance).  Alternating heat and cooling
works.  Heat the nut, cool the rod.

> Do the stop nuts turn "normal" as in ccw to loosen, etc.?

So it is IME.  This is, if you face the nuts form the middle of the car.  If
you're on the wheel side, they loosen clockwise.

> Does Kroil work for overcoming several years of rusting?

It does, but usually augmented by heat.  But I'm in cold Canada ...
