1990 200 idles fine, but has no power and stutters over 3000rpm

First thing to do it "pull the codes". Being a 200, you don't need an
OBD-II reader. You can do it with a paper clip.

 From there, it could be anything. My "most likely" guess: a vacuum leak
in the Michelin Man hose. But it could be a clogged cat or a bunch of
other things.  Start with the codes.
