In theory, a good heater valve should stop the flow with the valve closed.

My experience is even when fully closed, they still tend to pass water flow and act if
the heat is on.  I had to install a manual cutoff valve for summer operation as the warm
core counteracts the AC.  This was even after installing new heater valves, BTW and
verifying full closure with the cable - lock tight but still letting water flow through.
I think the newer pneumatic valves work better.  It might also be whoever AUDI had
making replacement valves was not doing them right - I tried several.

In a sense the answer to your question is the valve is faulty, and my add to that is
they all tend to be faulty.

Guys-
If the temp slider is to no heat/full cold - should the heater core still warm up?  Or
does a warm heater core mean faulty heater valve?

Last time I looked, air pass through the heater core all the time, so the valve must be
perfectly tight to stop hot coolant flow.

Time for a new valve, I guess.
