We recently were exposed to a bit of black propaganda and I wish to  
identify it for what it is, propaganda falsely attributed to Lee  
Iocacca.

Black propaganda is something falsely attributed to someone other  
than the real (and non-disclosed) author.  Taking real text and  
modifying it to change the intent and/or meaning, and attributing the  
modified text to the original author, like that one is an example.  A  
classic one, at that.
