I think it is possible that you fat fingered the keyboard at the UPS site.  
I would think, $40-$60 for two. I usually ship two to the box. 16" box for 
15's,  18" box for 16 or 17" wheels. As a caution against UPS depredations, 
I cut  pieces of plywood at 16, or 18, inches square. I then put one at the 
bottom, one  in the middle and another on the top.  I then strap them with 
fiberglass  reinforced tape. The plywood squares help prevent deformation and 
slippage of  the tape. UPS has nearly destroyed at least one box, but it 
held together. 
 
It can be a mistake to underestimate UPS when it turns its hand to  
destruction. I also tape the wheels together before putting them in the  box.
 
In any case, there is a significant savings in using one box.
