I was going to suggest this before, but I got caught up trying to find out what wire Scott Mockry recommends be *disconnected* ...

My 1991 V8 had a CC problem where all the peripherals worked ... I ended up finding the problem was broken wires in the control switch on the column stalk. IME the column switches on the T44 were different than the V8, and not designed with so much stress on the CC switch wires, but perhaps a 91 T44 has the same switch.  If your switch can be separated into 2 parts it is like the V8 ... check the small wires near the pivot at the base of the stalk, one or more wires may be broken.

The cruise control system holds pressure fine and everything is tight and
secure. I've replaced the pump with a known good one and it didnt solve the
problem.

The pedal switches are seated fine.

My '91 CQ has a cruise control relay. I cant find it on my '91 100.

Any other suggestions to fix the cruise control?

Is the bellow securely bolted to the bracket on the block? Personal
experience with that one.
