Help! '89 200 10v, where's the front lamp control unit?

Do the turn signal indicators in the instrument cluster glow dimly?  There's
a specific issue with the IC that can cause this.

Bentley says it's the #5 position in the fuse box, the relay list says 
otherwise.  No low beams, highs work fine, and it's not the switch.  No 
power to the low beam fuses (#10 & 11).  Help!
