The reason German cars have brakes that will overcome the power of the 
engine is the TUV makes them do it.  Japanese manufacturers are under no 
such mandates, except for the cars they sell in Germany.  As for the car 
I cited in my earlier post, a Lexus SUV, the investigative report 
mentions the brakes WERE applied, and the CHP officer driving the car 
wore them out in his attempts to stop the car.  No key, either, just a 
button.
