Idle Control Valve not getting any power??

The Idle Control Valve (ICV) in my '86 5KTQ is not getting power. The ICV is a known good one but is not cycling on or off while idling.

Kinked or cut wire?

Bad ground?

Where does it get its power source from; an ignition wire?

Any BTDT?
