Bob, I keep forgetting to take a look at my son's '99 Impreza 2.5RS to see what 
the deal is. On my A4, there are
4 Torx bolts that have to be removed to slide the entire unit out of the front 
of the car. You have to do this to replace 

all of the bulbs except the innermost. 

And replacing the timing belt on my A4 is another example of having to remove 
the entire front end to do what should
be a relatively simple job.

Lots of modern cars seem to require the removal of the entire front of 
the car to do anything, but usually it's not so much of a nightmare.

To replace the alternator on a New Beetle requires removing the entire 
body forward of the windshield, for example.

Does the phrase "open for maintenance alignment" ring any bells?
