Salvage Title

Not sure of every state, of course. But, here in Massachusetts, to obtain a 
 "salvage title" the rebuilt car must undergo a "safety inspection" by the 
State  Police. As with all such government mandated inspections, results 
vary. Outcome  may be determined by the rebuilder's reputation (rebuilding 
"totals" is a  significant, but small, industry. Most participants are known) to 
the inspectors  mood. I have heard of complete junk being passed, and "good 
jobs" rejected  because of a single missing bolt. I believe value is 
reduced significantly more  than the 10-15% suggested.
