The low speed, at least.  My 90 has a two speed fan, and I think the 
type 44s had at least a three speed setup.

It's almost certain that "low volume" imports would all be CA cars, in 
fact, since other states have adopted the CA standard, it's unlikely any 
car nowadays in the US would be what we used to call a "49 state car".

It could well be due to the emissions requirements; it also might have 
something to do with the ubiquity of AC on cars destined for the US market?
