I used an old washer on the outside and a new copper washer on the rack
side, I placed a very small rubber bank to keep the washer at the end of
banjo bolt from falling off. Which happened a few times and couldn't find
the new washers. I turned as tight as possible. Should the banjo bolt be
tightened from below?

It's leaking?

Did you use new copper or aluminum washers on the banjo?  Was the banjo 
player a little bit inbred, but not blind as some thought?
