That's not really warming up. After a few miles or so the oil ought to
be close to 100 C and over it if you work the engine at all (this boils
off any condensation in the sump, btw)
The oil should get hotter than the coolant, and the t-stat is usually 87 C.
Is your radiator filling with warm/hot coolant? You may need a thermostat.

Yours is a 10v, so everything on my site applies. Ignore the 20v
people, it's a very different engine.
If your engine isn't getting warm enough, the ECU might not ever be
reading the OXS anyway. Its connector is on the driver's side of the
head in a little bracket about 1/2 way back. With it connected, at warm
idle, it should cycle back and forth roughly between 0.3 - 0.7 volts
every second or two.
How old is the fuel, do you know?
