The thing is that one can adjust the toe with the wheel off center or on center. For example, you could begin with the car turning to the left. You could adjust both wheel back to straight ahead. But what you would have done is centered them (zero toe) with the wheel turned to the left. So going down the road the wheel would be to the left and the "straight ahead" position of the pinion on the rack would be ( let me think here) left of center.
What you should do is ensure that the wheel is straight and has the sam number of turns to lock at left and to lock at right. this means everything is centered, even if the individual wheels are a degree or two out of alignment. Then you align the car, and all is well.
if the wheel is not straight, it typically means the rack is not centered.
