Definately second the CTS. They go bad fairly frequently on these cars. The
Thermostat is located such that the timing belt has to come off, so it's a
pretty invfolved job.
And, I can't really imagine the cats causing that milage, unless they are
severly plugged up. In which case, you would also have a power issue.
As Mark suggested, if you can get your hands on VAG-COM in your area that
should be a big help. You can even watch the flow rate of the air flow
meter.
