If the CEL isn't on, the sensors are performing within their established 
(mandated?) parameters.  While you 'might' see some small mileage 
improvement with new ones, it's unlikely it will be much.  Gutting the 
cats serves no purpose, and will add noise and CEL related issues, 
besides being illegal.  IMO, as a professional tech dealing day in and 
day out with driveability issues, you have an operator related problem.  
My '95 A6 (close to 300K!) gets 20-24 in mixed and highway driving, but 
we are somewhat mindful of the way we drive, and it goes away when it's 
used strictly around town.  WAY away.  If you take a longish highway 
trip, what kind of mileage to you get?
