Grant already answered.  It IS cheaper to replace the boot if your time is
free.  You pretty much have to R&R the half-shaft/axle anyway, so I always
swap out the entire assembly.  Otherwise, it's remove, disassemble, clean
(parts cleaner), repack, replace boot, replace clips/hardware.  The axle
bolt is a stretch bolt, must be replaced.

You'll need a heavy duty impact gun or a very long breaker bar and a 17mm
hex insert for stretch bolt removal.  Remove tire, pop out center cap,
reinstall tire, lower car, insert tool, break free, raise car, remove tire,
remove bolt.  If the Passat is 4-motion, it's straight Audi parts and you'll
need a long allen bit and some extentions for removing the inner CV flange
bolts.  If it has Audi's multi-link suspension (do the lower models have a
McPherson strut back then?), you'll be popping the 2 upper links
(CAREFULLY).  The pinch bolt on the steel uprights can be a total bear.
Impact gun will serve you well.  I've had nightmares with these in the
past.  Again, one-time use, and I coat with anti-seize before re-inserting.
Once that is complete, just wiggle the axle out.
