Key Start at Cold Temperatures

I am in the process of changing the ignition switch. I took out the speedo
housing. I notice a red dot about 2 cm from the electrical switch end on top
of the cast ignition shaft. That is lining up with the hole part of the
white plastic housing of the ignition switch. What is under red colouring?

 

How do I proceed from here?

Max....you need a new ignition switch... they don't last long anymore

is -10C or colder. Turning the key when it is cold is a little stiffer than
