90Q charging system issues - three control lights faintly on

Possibly, although he mentioned a new (probably rebuilt) alternator. Usually
with a rebuilt, they replace the regulator, brushes, and bearings, and
inspect the rest. The diodes usually aren't replaced, but should be.
