There are turbo shops all over with the capability to rebuild, but note that Garrett ball bearing turbos can not be rebuilt. The shop disassembles the turbo and replaces all seals and any work bearings. At that time they'll also advise of wear or damage to the turbine and compressor. Mine was done by a shop friendly to my business for about $400 IIRC.
