Timing belt change - marks on flywheel and on vibration damper not aligning

If this is the case, would such a pulley be prone to complete destruction in a short period of time ?

Then the damper pulley outer surface has shifted on the rubber, relative to the inner portion. Seen that too, but not as often as a
sheared key. Either way, as mentioned by many, just use the flywheel mark for the crank.
