Double checking on this, currently it is actually not legal to sell a PZEV in most states. In fact it is only legal for sale in nine states and only really sold in five. This is because the EPA does not recognize PZEV as existing, it's is a California only thing that was adopted by four other states and the EPA allows sale by dealers that are within a certain distance of the border of those states.
