Double  checking on this, currently it is actually not legal to sell a PZEV 
in most  states. In fact it is only legal for sale in nine states and only 
really sold  in five. This is because the EPA does not recognize PZEV as 
existing, it's is  a California only thing that was adopted by four other 
states and the EPA  allows sale by dealers that are within a certain distance of 
the border of  those states.




I have had a lot of dealings with the EPA, all of them dismal. For what it  
is worth the establishing legislation permits states to impose standards 
more  restrictive than EPA, but not less so.
 
The one good thing about state standards, at least generally, if you are  
ordered to make "repairs" failure results in a fine. Generally, the fines are 
 far less than the cost of repairs over most peoples expected lifetimes. So 
they  just add on the fines to part of the yearly cost of doing business. 
For example,  a guy I know owns a scrap yard. He was recently hit with a 
clean up order that  would have set him back about $150,000, he would have to 
mortgage his house to  pay it. He is 58 and makes about $50,000 a year, the 
fine is $2,300 a year.  He is just going to pay the fines.
