Charcoal Canister Delete?

PZEV, or partial zero emissions vehicle, is a way of meeting the ZEV requirements. Cali requires that 10% of all vehicles sold by any make be Zero Emissions Vehicles. Since there are no zero emissions vehicles they created the PZEV. Each PZEV sold is good for a half of a ZEV credit, or an AT-PZEV (advanced technology – aka hybrid mostly) is 60% of a ZEV credit.

Doesn't a partial zero emissions vehicle have to be able to be zero emissions part of the time, like a hybrid with electric only capability or something?
