That's basically the story.
When the 1.8t came out, they neglected to specify synthetic oil and a
large filter, and weren't selling them to "enthusiasts". Within a few
years this had changed (except for the last part).
I'd want to see maintenance records on the oil changes if I were buying
one, but surely by the '04s they were requiring appropriate service.
On the "enthusiast" front, I was driving a 2010-11 or so Passat with the
2-something turbo and was surprised to see no boost gauge.
