2. Removing 0.5 mm inside a circle isn't that hard, I certainly  wouldn't 
call the result "oval".  Just work slowly and  carefully.
As the 0.5 mm is a segment of the diameter, I would consider  removing it 
from the bushing. At any point on the bushing you would only be  removing  
0.25 mm. I don't have my calipers handy, but that should be a  little more 
than the thickness of 3 dollar bills (at .003" each). I  would just make up a 
mandrel from a bolt and spin the bushing in a drill while  holding some emery 
paper against it.
