My first instinct is that you just aren't supplying enough amperage. A very dead battery will suck the life out of a booster pack. Drop in a decent battery and I bet it fires up.

The car has been sitting in the underground garage for the entire winter, probably longer (one tire is flat, another one half-flat). The battery is completely dead, no lights come up on dashboard. When boosted, does not turn over, only slight clicking can be heard, like a relay. Definitely not the bendix. Feels like something is preventing the car from starting.
