Speedo sporadic

Palo Alto Speedometer says my speedo is on the way back. They had  
this to say:

"We went through the complete mechanism again, and actually replaced  
the speed cup this time.   We did not replace this part last time,  
because it did not look bad.   We replaced the speed cup because this  
part of the mechanism can make the speedometer act as you were  
describing, although we never got the speedometer to act up.   I have  
see quite a few VDO speedometers in VW and Audi that would act like  
your speedometer due to cables of poor quality, or improper  
routing.   I would suggest to replace the speedometer cable with an  
original cable if any problems persist. "

They'd also said a few days ago that the speedo was reading 2% slow,  
and they've fixed that.
