'91 CQ loose fuses

I traced multiple intermittent electrical problems to 6-7 loose fuses on my fuse panel. This is the likely source of melted fuses that many have reported. 

I temporarily addressed this by adding a small blade of metal to each end. 

My question is should I buy a new or used fuse panel? Will a used panel just reproduce the same problem?

Is there a remedy for these sealed fuse panels?
