Tying your boots

I'm rebuilding my 95.5 UrS6 front suspension for the first time in 19
years. Looking forward to the not so subtle change in driving
characteristics.

I left my front stuts in place. They are 5 years old and are working well,
however both rubber bellows/boots are siiting on the botom cop, not
attached to the top. Any suggestions on getting the boot around the top so
that I can use a tie strap to keep it in place. My fingers are normal but
after 30 min I could not get the rubber around the lip :(
