>From the driver's seat, the noise sounds like it comes from behind the
steering wheel somewhere, upon closer inspection it seems to be
coming from the steering column.  I can hear a little of the noise
outside the car, only when the engine is not running or else engine
noise would mask the sound.  It seems to come from under the plenum
(where the steering rack is), but it could be the steering column...
Hard to pinpoint.

Since the column is self-contained and does not have exposed moving
parts except at each end (at the U-joint, or at the steering wheel),
what could be rubbing to make a noise like that?
