'91 CQ wiper chatter cause

Cleaning the windshield is tops for me.  This morning (in the rain) I sprayed on Simple Green, scrubbed it with a sponge. I followed that with Dawn dishwashing detergent on the sponge. Windshield came out clean as a whistle. If there had been a lot of grunge, I'd have used Bon Ami (hasn't scratched yet) to gently work on the worst spots.

And I believe the wiper angle should be 90 degrees, perpendicular to the glass.
