[20v] '91 CQ wiper chatter cause

I looked at the Bentley manual and it says to bend the arm so that the blade contacts the windshield at 90 degrees.
If necessary use a VAG tool that looks suspiciously like a metal rod with a hacksaw- width slot to bend the arm in the thinner section about halfway from the blade to the thicker section
