2006 A6 won't start, can't get it out of park

Still trying to get the car out of park. I've removed the plastic tab in the ashtray and supposedly there is a metal tab that can be pressed to release the shifter. I can only see a couple of white plastic gizmos that are probably electrical connectors. Also pulled up the shifter boot - can't see anything there that might help.

One thing I did notice - I can't turn the steering wheel no matter which position the key is in (the key turns to each position quite normally). Seems like this could be a symptom of a bad ignition switch?
