'91 coupe window switches always illuminated

Update #2: the Coupe power windows only work when the motor is running. If the ignition is on but the motor is off, switch is illuminated but power windows do not work.
I did a quick swap of the ignition socket onto a new ignition switch and this did not fix the issue.
Any thoughts now?

Here is an update on my '91 coupe window switch light always being on. The red-blue wire at the window switch gets 12V with ignition on. With ignition off, regardless of key out, door locked etc, the window switch always gets 9V to illuminate the power window switch and drain the battery. Is this normal? Shouldn't this be zero volts with the car locked?
Also, pin 30 of the window relay always gets 12V.
I've swapped the power window relay 286, interior light timer 320 and ignition switch temporarily without being able to drop the red-blue wire voltage to zero.
Any other thoughts?
